Becoming a terror hub again

Once again Bihar is looking to be a terror hub, where Engineers, Doctors, Businessman etc are not safe. Even the Janta Dal United leader is alligedly killed by his party member in old rival. After that a civil engineer Yogendra Pandey allegdly killed & state engineers opposing this incident in different ways. Advocates are also went on strike in oppose of murder.
After all, it is the matter of concern that, is Bihar is again going on the path of Ex CM Lalu Prasad's way, when law and order was the main issue in that tenure??
